In my opinion, iOS 9 was probably the best tweak wise. Iirc iOS 10 broke a lot of tweaks, which devs didn’t update. Eventually a lot of those tweaks got replaced by alternatives or updated by a different dev. iOS 11 broke a lot of tweaks as well but the iOS 11 jailbreak was popular enough that a lot of talented devs were able to just create alternatives to all the good tweaks
